We have an edacs system here in Lake county Illinois that does something similar.
The problem is that all of the individual transmitters are not at the same site,
and they dont all perform the same. Some active frequencies work well, others
are marginal, at best. When the control channel switches to one of the weaker
sites we have a lot of trouble getting the system to track at all from anywhere
outside of intended coverage area. Even from inside there, it's touch and go.
Might be a system problem as opposed to your setup. Try listening to the individual
freqs on a scanner with a good s-meter and see how the individual transmitters
are working. Good luck.
