You need to find the mixing control panel for all of your volume settings. If you have a little speaker icon in the lower right corner of your Windows desktop task bar, double click on it. You can also look for it under the Program Manager (Windows Explorer) by click on Start, then Program, then look around for one titled Volume Control. You can also look in the Control Panel as well.Once there you will find sliding controls to adjust how much of the input from a device is sent to the speaker system. You'll want to mess with the Mic and Line sliders and perhaps the Master Control. Ideally, you shouuld be patching the Line or Tape Output jack of the radio to the Line In of the PC Sound Card (since they are matched for low voltage audio signals). Then make sure the Line volume slider is set appropriately as mentioned above.
