39.54 Used to communicate with county Sheriff's depts. (If a county receives a call for something on the interstates, they will commonly contact a trooper via radio. Each trooper has a low-band radio in his/her car).No trunking (yet - it's coming!) but the first 4 freqs will cover the state.
Be careful on I-81. There have been several major accidents and the troopers are getting very agressive due to this.
