Yes. It is not a problem with the scanner. Audio output can vary widely among conventional channels and/or trunked systems.. this is due solely to the configuration of the individual systems. I listen to 2 Motorola systems where one of the systems has low audio, and the other has much louder audio.. I'm constantly having to change the volume!

This does sound like data channel re-acquire. However, the radio should not "crawl" through the channels to re-acquire the data channel. Ensure your squelch is not open when this happens.. as that will definitely slow down the campaign. Also, lock-out all trunked channels that are not data channels, that way when the re-acquire happens it won't unnecessarily step through all of the voice channels.
