CTCSS and Mode question

It appears that you cannot search for CTCSS/DCS tones or set the tone data if you are in AM or WFM modes. For instance I get an "out of mode" error when trying to set the tone data for a channel if I am in AM or WFM mode. The concept of these sub-audable tones is new to me so would someone explain why this is so?

Also why is this limited to conventional scanning/searching?
