Not being a big EDACS user (I have to drive about 20 miles to
get into range of one) I can only go by what I read in the manual
right now. Going by what you have posted above and by what I
read in the manual on page 40, it appears you are using the
EDACS BLOCKOUT feature which would explain why you are not getting
any traffic as you expected you would. It appears that this
same AFS Partial scheme is used to enable Agencies in Scan mode
but disable them in Search mode.
